此外,特鲁多还指出,这笔资金的用途不仅限于住房建设,还包括改善供水和排污设施、建立垃圾回收站、维护和扩建周边道路等,确保每个新住宅社区的配套设施完善,直接提升居民的生活品质。特别提到的是,其中10亿加元将直接拨给那些“有紧急基础设施建设需求”的市政当局。例如,长期受到基础设施老化问题困扰的温哥华市,很可能会成为符合资格的城市之一。


早在去年就有专家表示:联邦政府给的钱,必须要得到相应的反馈,要有奖惩措施,比如完成的好的省市可以得到额外拨款,否则会减少拨款甚至处以罚款,这样一来才能调动各省市的积极性。各省份需要提交具体承诺和计划书来申请获得这笔基金,具体内容需要在2025年1月1日前提交给联邦政府审批。根据省份的承诺内容、面临的挑战和资金需求,联邦政府将决定分配的具体金额,确保资金分配得其所。


此外,特鲁多还提到未来三年将追加4亿加元投入住房加速基金,预计可额外建设1.2万套住房,以满足约3万人的居住需求。这表明,联邦政府将重点支持包括租赁公寓、城市屋、双拼屋在内的住房类型。温哥华的“一改多”政策可能会直接受益于这一计划。


为了进一步促进住房供应,特鲁多还向市政当局发出指示,要求他们采取措施允许更多土地进行住房建设,高流量交通线路800米范围内允许建设高密度住房;专上院校800米范围内允许建高密度住房;所有3万人以上的城区都要完成住房需求评估。


随着4月16日联邦预算案的公布日临近,特鲁多的这一系列宣布被认为是为即将到来的大选布局,旨在通过解决住房危机赢得公众支持。加拿大住房部长弗雷泽也透露,在未来几周还会公布更多支持加拿大弱势群体、使租房和买房变得更容易的计划。

大温地产局(REBGV)刚刚发布了2024年3月的数据报告。据数据显示,3月份卖家表现活跃, 为市场带来大量的新房源选择。


大温地产局(REBGV)报告称,3月大温地区的住宅销售量为2,415套,比2023年3月的2,535套下降4.7%。比过去10年3月份平均交易量低了31.2%(3,512)。


“今年春季市场虽不及去年那么火热” 大温地产局经济和数据分析总监安德鲁·李斯(Andrew Lis)说。“尽管市场库存量的增加为买家提供了更多选择,但整体市场的平衡仍在继续向卖方市场领域迈进,这表明市场对价格合理、位置优越的房产的需求依然强劲。”


 挂盘数量 

2024年3月大温地区的Multiple Listing Service® (MLS®) 系统上共有5,002套独立屋、联排屋和公寓挂牌出售。与2023年3月的4,317套房屋相比上涨了15.9%,比过去10年季节性平均水平(5,524套)低了9.5%。

目前(MLS®)上挂牌出售的房屋总数为10,552套,比2023年3月的8,617套涨了22.5%。比过去10年的平均水平(9,923套)涨了6.3%。

通常来说,当房价比率持续低于12%时,房价就会面临下行压力,而当房价比率在几个月后超过20%时,房价往往会面临上行压力。


Lis表示:“虽然今年的房地产市场没有去年那么热闹,但我们依然观察到,房价的月增长维持在1%到2%之间,这在高借贷成本的背景下,展现了一个颇为有趣的趋势。鉴于最近的通胀数据显示正向趋势,我们可能在2024年看到加拿大央行至少进行一到两次的政策利率小幅下调。然而,即便利率有所下调,也不太可能大幅提升人们的购房负担能力,因此,随着夏天的临近,借贷能力仍然将是市场面临的一个挑战性因素。”

在列治文的Landsdowne停车场,靠近天车站的位置,一栋正在建设中的新建筑项目引发了当地居民的关注。自今年1月以来,工人们一直在Landsdowne Bestbuy附近的停车场施工,建造一座木结构建筑。据悉,这座建筑将成为Lansdowne重建项目第一期新住宅的展示中心。

Lansdowne重建项目计划分七个阶段进行。该项目的第一期开发的第一部分已于二月中旬获得列治文市议会的批准。

这将是列治文市迄今为止最大的一项开发项目。目前大温地区的发展趋势之一,就是围绕天车(Skytrain)车站增加居住和城市功能密度,各市政府出台政策鼓励天车站周边的密集开发,沿轨道交通系统已有数以万套计的住宅和数百万平方尺的新商业区域在建。这些开发项目都是呈社区规模,即建设目标都是新的区域/城市中心,也都在现有大型购物中心的位置上展开,因为大温各市传统的区域性购物中心大多建于上世纪60年代或70年代,且位于城市中心位置,停车场占地广阔,在当下早已被视作价值不可估量的可开发土地资源。 

目前这些开发项目大多在温哥华或本拿比市,如Brentwood购物中心、Lougheed购物中心、Metrotown周边和Oakridge购物中心等。 目前,列治文中心(CF Richmond Centre)的改建项目已如火如荼进行中。 

这项Lansdowne Centre的重建计划被设计为一项混合用途项目,旨在住宅结合零售商店、餐厅、办公空间及娱乐设施,其建筑的高度和功能布局遵循了一种“西密东疏”的策略。较高的商业建筑将被安排在靠近3号路一侧,而较低的住宅建筑则布置在东侧,远离3号路。

项目启动之后,现有的商场仍将继续运营至2025年,并且保证在建设过程中商场的部分营业不受影响。第一阶段的施工将在购物中心东北方的地面停车场开始,室内商场不受任何干扰。随后,第二阶段的工作将在购物中心的西北侧展开,并将拆除部分商场建筑。待到项目的第五阶段时,室内商场将全部拆除。
 

根据市政府工作人员的报告,一期A部分的计划包括大约1,041个住宅单元,其中141个为经济适用出租单元,151个为市场出租单元,以及749个分层住宅单元。

项目全面完成后,Lansdowne重建计划将提供大约4,300个单元,预计能够容纳大约9,000人居住。此外,在项目的这一阶段,还计划沿着Lansdowne路的北侧建设一个宽14.5米的线性公园,其中将包括自行车道、人行道、景观设计、树木、座椅和照明设施。

几年前,在加拿大,五年期固定利率的房贷是最受欢迎的选择。然而,在COVID-19期间,随着浮动利率的下跌甚至低于固定利率,许多人开始偏向选择浮动利率。尽管过去17个月里利率急剧上升,目前选择五年期固定利率的抵押贷款人却不足总数的七分之一,其背后的原因包括以下几点:


1. 对于大部分人而言,即便是目前最低的五年期固定利率也显得过高,让人难以承担长期锁定的财务负担。


2. 借款人根据经济学家的预测,普遍认为当前的利率已接近峰值,未来降息只是时间问题。


3.在利率上升的时期,三年期固定利率计划变得更加吸引人,因为它能够在通货膨胀进一步恶化时提供安全保障。此外,这种计划还为那些希望在利率降低时调整其借款利率的借款人提供了一个较短的时间框架。


4. 如果五年内提前解约,有可能面临巨额罚款。


但仍然有人选择五年期固定利率,出于以下三个主要原因:

1:因人们无法保证到2029 年,通货膨胀和利率都会下降并保持在较低水平。五年固定利率可以提供许多人渴望的舒适可预测性,而且五年利率在所有的选择里面是最低的。


2:大部分借款人在自己的房子里居住五年以上,因此五年期抵押贷款很有吸引力。顺带一提,如果在五年内提前解约,有可能面临巨额罚款。


3:更容易获得批准。由于政府的“压力测试”,大多数借款人必须证明他们有能力以高于实际利率的利率还款。因此,获得较低的五年期固定抵押贷款资格更容易,因为“合格利率”也较低。
